Norkoreas diktator död, vad händer nu?

I lördags dog Nordkoreas diktator Kim Jong-il under en tågresa, uppger landets statliga medier i dag.

Dödsorsaken sades vara hjärtfel, orsakat av ”mental och fysisk ansträngning efter oavbrutna resor för att hjälpa bygga en blomstrande nation”.

Då det redan finns oräkneliga rapporter om Kim Jong-ils maktmissbruk och Nordkoreas orationella beteende regionalt och internationellt, är det mer intressant att undersöka vad som kommer i och kring Nordkorea nu.

Den plötsliga nyheten har skapat oro och en rad spekulationer. Nordkorea ska under måndagen ha provskjutit missiler, och Sydkoreas militär har ”intagit högsta beredskap” men ”inte observerat några ovanligt stora truppförflyttningar”.

Ledarens yngste son Kim Jong-un, ännu inte 30 år fyllda och en ”avbild av sin far”, är den som sedan en tid tillbaka spås ta över makten i den slutna diktaturen.

I ett pressmeddelande under måndagen kallades Kim Jong-un för ”Den store efterföljaren”, vilket påminner om fadern Kim Jong-ils smeknamn ”Den käre ledaren”, och farfadern Kim Il-sungs ”Den store ledaren”.

Många fruktar dock att tillräckligt med tid inte funnits för att förbereda Kim Jong-uns maktövertagande, och att den unge ledaren kan få problem med respekt och inflytande över landets äldre generaler.

Det finns därför risk för maktkamp.

What Should We Expect in the Coming Weeks?

* Expect a short-term and immediate lockdown in North Korea with restrictions on travel and communications as authorities move to stabilize the situation in preparation for mourning.

* While many are proclaiming instability and provocations as the next phase, the immediate situation at this point will mainly be images of sobbing North Koreans as elites attempt to present a unified front to external parties even if internally things are very different.

* Watch for the funeral committee – the order on the list has significance in terms of people’s political position in this immediate period (but will matter a lot less as the political situation evolves over the year).

What will the political re-ordering look like?

* Factional re-ordering will happen behind the scenes. This process will create winners and losers.

* Most pundits believe that Kim Jong Eun has not had enough time to prepare to lead, but so far, it appears that a protocol is in place with KCNA rapidly identifying Kim Jong Eun as the rallying point for the nation in its announcement, and a funeral community organized with Kim Jong Eun as its head.

* We should be keeping an eye out for the individual movements such as the immediate roles North Korea’s power couple Jang Sung Taek and Kim Kyong Hui take.

* At the institutional level, we should be keeping an eye out for the role of the National Defense Commission in the medium term as this is the governing institution Kim Jong Il put in place and it delineated the chain of command in a country where most institutions do not communicate horizontally with each other.

What Are the Next Steps?

* Even if North Korea is more active in reaching out, it could also paradoxically be harder to reach an agreement (especially one that is adhered to) while the internal situation is in flux.

* But it is important for countries to reach out early and aggressively with variety of programs and opportunities to offer a new generation of leadership an “open path” to positive change.

* It will also be easier for leaders in the US and South Korea to reach an agreement with North Korea unburdened by the presence of Kim Jong Il.

Kina är Nordkoreas enda bundsförvant och också det enda land som i större grad har makt att påverka spelet bakom kulisserna då en ny administration ska skapas i Pyongyang.

Newsweeks Melinda Liu påpekar att det sedan länge ryktats om en Kina-vänlig palatskupp i Nordkorea, där kinesiskt vänligt sinnade affärsmän och teknokrater skulle få makten.

Då skulle man kunna införa ekonomiska reformer likt de som tog det utblottade kommunistkina ur fattigdom i början av 1980-talet.

Det finns dock också tecken på att Kina helhjärtat kommer stödja Kim Jong-un, för att undvika kaos och oreda i landet.

Kina vill nämligen undvika en potentiell flyktingström från Nordkorea till Kinas redan fattiga nordöstra delar, vilket riskerar bli följden om Pyongyangs ledarskap kollapsar.

Vissa förberedelser för politiska och ekonomiska reformer under en diktator har redan setts i och med Kim Jong-ils besök vid ekonomiska frizoner i Kina i somras, och upprättandet av den industriella zonen Kaesong.

Speculation is now bound to turn to the succession. His youngest son, Kim Jong-un, is seen as the most likely successor – can we assume that he will be taking over?

Kim Jong-un has clearly been designated as the successor, fully backed by Kim Jong-il and his family. He has been named the head of Kim Jong-il’s funeral committee. It’s likely that there’s a collective leadership system in place to manage during the transition, but all developments over the course of the past year have signaled that Kim Jong-un is the expected successor, and that he has been gaining power within the North Korean system in preparation for taking on this role.

Has he had time to consolidate power?

This transition comes much earlier than was the case when Kim Jong-il took over for his father, Kim Il-sung. There will inevitably be speculation regarding whether or not the military will support the succession process. But it’s too early to tell for sure what sorts of difficulties may arise as the younger Kim takes the reins of power.

How much of a risk of instability is there now?

I believe the initial shock of transition will work to the advantage of those who support the anticipated succession arrangements, but it’s also entirely plausible to imagine that there will be some testing and maneuvering behind the scenes during this relatively fluid period.

Kim Jong-un has apparently begun to put his own people in place, but it’s hard to imagine that such a process is complete or irreversible. There are many fissures within North Korean society, and relatively few individuals who can bridge those gaps to project power across the system. This works in the favor of the Kim family, which remains at the center of power.

What we don’t know is whether there might be cleavages within the family or other disconnects between the family and the bureaucracy that might emerge as points of conflict as the process unfolds.

How do you think average North Koreans will view his death?

Average North Koreans know how to mourn, and will do so collectively en masse for Kim Jong Il in the same way that they did it for Kim Il Sung. But the intensity of personal grief is likely to be muted this time compared to Kim Il-sung’s death. This announcement is probably being greeted by great uncertainty regarding the future and what the transition will mean for life in the North.
